ONCE AGAIN ON ALTERNATIVE STATE POLICY OF NATIONAL ECONOMY MODERNIZATION  (SUGGESTIONS  FOR 2013-2014)

Author

Glaziev S.Yu.,  full member of RAS,  chairman of Scientific Board on Complex Problems of  Eurasia Economic Integration, Competitiveness and Sustainable Development

Abstract

The article somehow elaborates on the state policy of national economy modernization, earlier suggested by the author and drawing upon both the results of his longstanding studies and those of leading  economic  research  institutes  of  RAS.  The  author  believes  that  it  is  only  this  scope  of measures,  designed as an explicit course alternative to the radical liberalistic course pursued during the  entire post-soviet period,  that  may help hit national economic  development targets approved on the top political level (presidential decree No.  596 «On long-term state economic policy» as of 7 May 2012.

Abstract

The positive  review in the  article  (which is a sequel of the author’s 2010-2013  publications in Rossiisky Ekonomichesky Zhurnal) of agriculture state support problems is preceded by an acid test of the  available  suggestions  to  exercise  such support in line with the  «fine»  ideological cliches of WTO experts,  and to directly use the specific cross-country comparison criteria, applied in OECD, in  the  respective  feasibility  studies.

Author

Lyubinin A.B.,  ScD  (Economics),  Professor

Abstract

In taking up the discussion on the relationship of «political economy» and «national economy» (as  scientific  and  educational  disciplines)  and  directly  controverting  with  V.M.Kulkov’s  article «Space  and  Contents  of  Nationally-Oriented  Approach  in  Economics»  published  in  Rossiisky Ekonomichesky Zhurnal, No. 2 for 2013, the author extensively argues against an attempt to attach political  economy  status  to  “national  economy”,  and  even  put  this  «third  political  economy» («political economy of the special») over the traditional — classical and neoclassical («economics») political  economies.
