EXPLANATORY NOTE TO THE DRAFT ALTERNATIVE FEDERAL BUDGET FOR 2014

Abstract

The publication is an authentic reprint of the original (conceptual) fragment of 2014 «alternative federal budget» – an initiative document drafted and made public by a group of deputies to the State Duma of the Federal Assembly of the RF. The Explanatory note contains a critical examination of the designed 2014 fiscal policy of RF government and suggestions for its revision.

DEOFFSHORIZATION OF ECONOMY, COUNTERING «TAX MITIGATION» AND PREVENTING CAPITAL FLIGHT (OPPORTUNITIES FOR SYSTEMS AND INNOVATIVE APPROACH TO ECONOMIC POLICY)

Abstract

The paper substantiates an extensive set of nontrivial measures for deoffshorization of Russian economy, countering the «offshore tax mitigation» practiced by corporations and preventing capital flight (which, along the general «shadowing» of business processes in this country, are estimated by the author by his own methods). All of the above suggestions require application of the systems and innovative approach to not only taxation policy but also state economic regulation, theoretically developed by the author in his previous publications.

RUSSIA-UKRAINE TRADE AND ECONOMIC RELATIONS IN THE NEW REGIONAL CONTEXT

Abstract

The article is devoted to the specific economic relations shaping between Russia and Ukraine against the background of the latest trends in the development of European and Eurasian regional integration. The point is of intensification of EU «Eastern Partnership» project, where Ukraine is the major participant, on the one hand, and of the integration projects of Russia – Customs Union and Common Economic Space as a step towards shaping Eurasian Economic Union (EEU), on the other. The author looks into the potential consequences of the process stand-off in the «new Eurasia» region for Russia-Ukraine cooperation, and simulates versions of economic interaction making it possible to balance the interests of both countries along the major lines of economic relations thereof – with Europe and CIS.

HIGHER EDUCATION AND ACADEMIC SCIENCE IN RUSSIA: CRISIS STRUCTURE AND ANTI-CRISIS PILOT SCHEME

Abstract

The author of the article (the first part of which saw print in Rossiisky Ekonomichesky Zhurnal No. 5 for 2013) identifies and thoroughly reviews the aspects of Russia’s university systemic crisis such as deplorably low and still falling international ratings of national universities, no less deplorable «inflationary»-quantitative proliferation of the said complex, and of the roaring corruption in it, profanation of the educational and research processes as such, qualification degradation. The suggested anti-crisis reform alternative presupposes a creative adaptation to Russian realities of the international (largely Anglo-American) model of combination of educational and research components of university activities, rejecting however the institutional version of «dissipation» of the remnants of Russian academic science in higher educational institutions.
