Abstract

The current issue of the Russian Economic Journal contains proposals of the scientists of the economic section within the Department of social sciences of the Russian Academy of Sciences (the RAS). These proposals relate to an alternative course of the development of the Russian Federation and are addressed to the top management of the country (the previous articles on the topic were published in 2011—2013). The issue includes the 4 analytical reports of the current members of the RAS: Ivanter V.V. («About the Current Economic Situation and the Priorities of the Development Policies»); Nekipelov A.D. THE ASSESSMENT OF THE SCALE OF DE-OFFSHORIZATION OF THE RUSSIAN ECONOMY BASED ON THE DIRECT FOREIGN INVESTMENT STATISTICS

Abstract

The authors have developed and tested the methodology of the assessment of the scale of deoffshorization in the Russian economy based on the direct investment statistics (Russian direct investment abroad and direct foreign investment in Russia). The authors used a new classification of the counties: classical and transit offshores; zones that contain offshores and zones free from offshore practices. The paper has the following results: 1) the share of direct investment made in the zones free from offshore practices is not more than 15%; 2) the leaders in the share of direct investment are Cyprus, the Netherlands, Luxemburg, Bermuda and Bahamas, the British Virgin Islands; 3) the balance of the foreign direct investment in Russia without the capital outflow is  89 billion $, with the capital outflow – minus 3894 billion $ that accounts for 80% of the inflow of direct investment; 4) the amount of direct investment made by Russian companies in offshore zones is twice more than the amount of direct investment made from foreign zones free from offshore practices in the Russian economy.

ON THE SUBJECT OF GENERAL ECONOMIC THEORY AND ITS RELATION TO THE POLITCIAL ECONOMY

Abstract

In the jubilee article the author, who celebrates his 90th birthday, based on the deep analysis of historic evolution and current trends of theoretical economic thought concludes that: 1) general economic theory – is the political economy that combines classical, neoclassical and institutional components; 2) under this approach general economic theory relates to the set of specific economic disciplines, including national economy.

THE NEW STAGE OF THE ECONOMIC REFORM IN CHINA: FINANCIAL ASPECTS

Abstract

The article describes the two branches of the financial system reform in China. The need for the reform was widely agreed among Chinese professionals and officially accepted at the top level (including the Third Plenum of the 18th CPC Central Committee Convocation). The reform includes: 1) marketization of the bank sector; 2) internationalization of the yuan. Based on the analysis of the achievements as well as the problems of the reform the author argues that Chinese top official have serious intentions to create a new elements of modern market economy.

Abstract

Based on the analysis of the book the reviewer argues that the issue of the book is a significant event that shows that Russian intellectuals are eager to reveal the causes of the permanent Russian crisis which is more ideological that socio-economic. The reviewer recommends the book to a broad range of readers and claims that the book sends an important message that it might be dangerous to make reforms an object of pure ideology.
