RADICAL EXPANSION OF PUBLICLY ACCESSIBLE BASE OF SOURCES FOR THE STUDY INTO ESTABLISHMENT OF MILITARY-INDUSTRIAL COMPLEX IN THE USSR IN PREWAR DECADES (CONCERNING A UNIQUE MULTIVOLUME SERIES OF COLLECTIONS OF DECLASSIFIED ARCHIVE DOCUMENTS ISSUED BY THE RUSSIAN PUBLIC RECORD OFFICE OF ECONOMY)

Abstract

Described are four volumes of the (six-volume) series, mentioned in the heading of the article, entitled «History of establishment and development of military-industrial complex in Russia and the USSR within 1900—1963», mainly the second, third and fourth volumes devoted to the 70th anniversary of Victory, collections [2 — «Soviet military-industrial production (1918—1926)»; 3 — «Establishment of military-industrial complex in the USSR (1927—1937)» and 4 — «USSR military-industrial complex on the eve of Great Patriotic war (1938 — June 1941)». Author’s summary: the series, first allowing the study of a huge quantity of declassified sources drawn from the «profile» archives (altogether over a thousand documents are published in the issued volumes), for the first time ever highlight, in detail and on the basis of documents, the process of development of soviet defence industry in prewar decades. Accordingly, it would be right to assume that the examination of documents included into the collections permits for the first time ever to give credible answers to a lot of still unresolved and controversial questions, dispel the past and new (post-soviet) myths.

FEDERAL INDUSTRIAL POLICY LAW: ONCE AGAIN ON URGENCY OF LEGISLATIVE INNOVATION AS SUCH, ON SYSTEMS FLAWS AND LINES OF FINALIZATION OF THE CONCRETE VERSION OF THE DOCUMENT

Abstract

By identifying the deindustrialization processes still ongoing in Russia, the author of the finale of a lengthy paper (beginning is in Rossiisky Ekonomichesky Zhurnal No.3 for 2015) constructively and critically reviews the statutory wording of Federal Law No. 488 «On Industrial Policy in the Russian Federation» as of 31st December 2014. A suggested alternative — description in the document of a plausible conceptual idea of mobilization character, of a range of long-term technological industrial priorities (far from strictly sectoral but rather as directions of development of science, processes and technologies), of the respective target indicators for the concentration of resources and joint efforts of government and responsible business, as well as components of regulation of industrial policy interaction with other types of economic and social government policy.

NATIONAL MONETARY AND FINANCIAL SYSTEM: DESTABILIZING EFFORTS OF THE WEST AND WAYS OF COUNTERACTION THEREOF

Abstract

Proceeding from the fact that our opponents — the USA and their allies — while actually waging a hybrid war against Russia, use their dominant position in the world monetary and financial system for manipulating financial markets of the RF and destabilizing its macroeconomic situation, undermining tools of reproduction and development of economy, the author puts two burning questions: how is such aggression exercised and how to effectively counteract it? It is precisely the answers to these questions that comprise the contents of the article, which further highlights a number of stories touched upon in previous publications by the author and his like-minded fellows in Rossiisky Ekonomichesky Zhurnal.

SOCIAL SITUATION IN RUSSIA IN THE MIDDLE OF THE «NEW OLD» POLITICAL CYCLE: WHAT’S GOING ON AND WHAT PROSPECTS ARE OBSERVED? (SPECULATIONS AND ASSESSMENTS BY V.BOBKOV, S.GLAZIEV AND M.DELYAGIN)

Abstract

Sc.D. (Economics), Professor, general director, All-Russia Center for Living Standards V.N.Bobkov, fellow of Russian Academy of Sciences and member of National Financial Council S.Yu.Glaziev, and Sc.D. (Economics), director, Institute of Globalization Problems M.G.Delyagin express their opinions, in a nonchalant manner, on the topics first written in the heading. All of them treat the current social situation as critically acute and fraught with social upheaval, which could be prevented only through «reversal» of the current basically radically liberalistic course of the state, and implementation - along the lines of general reformist alternative — of special measures of social reorientation of economy.

Abstract

The reviewer believes that the new book of a prominent academic economist — expert in international finance having at that a vast practical experience as a top manager with big banks, and a professional diplomat — is a comprehensive and multifaceted study into the crisis evolution of the European component of global monetary and financial system, based on generalization of voluminous factual and statistical materials as well as on critical analysis of opinions of a great number of researchers and politicians. Highly appreciating the author’s forecasts on the developments in Eurozone and generation of the relevant risks largely stemming from European «proection» from the global crisis, new global risks, the reviewer recommends the book to both professional experts and laymen interested in international economic relations.
