INCORPORATION OF NATIONAL ECONOMY IN GLOBAL VALUE CHAINS: CREATIVE POTENTIAL AND RISKS

Abstract

The article states that a close involvement in international cooperation and international trade is a compulsory factor of a successful development of national economies, and stresses: the fact that post-soviet Russia has a predominantly negative experience in embedding in the globalization processes is indicative primarily of the defective internal and foreign economic policy of the state. The authors review the outcomes of modern (mostly foreign) studies into the global value chains and relationships of the parties thereof, identify the advantages and risks of such involvement, substantiate the measures for increasing the effectiveness of such involvement by agents of national economy.

ONCE AGAIN OF ECONOMICS GENESIS AND SUBJECT

Abstract

The author carries on a non-trivial thesis (which he advanced in the previous publications in Rossiisky Ekonomichesky Zhurnal within the frameworks of discussion on post-soviet fates of political economy and its college teaching), according to which the classical (Marxist in its acme of development) political economy and neoclassical political economy («economics») are far from two branches of a uniform «political economy (general economics)» but rather two independent general theoretical disciplines featuring a uniformity point in the subject but radically differing in terms of method and theoretical results (of different quality, hence irreducible). In turning down the possibility of an «organic» synthesis of the two political economies into a unified theory, the author not only acknowledges but necessitates their «nonorganic» synthesis, hence cooperation of their proponents in drafting effective and concrete recommendations for agents of government economic, including anti-crisis, policy.

ONCE AGAIN OF IMPLEMENTED ACADEMIC PROGRAM OF FUNDAMENTAL RESEARCH INTO SPATIAL DEVELOPMENT OF THE COUNTRY

Abstract

The point is of the RAS Presidium program «Fundamental problems of spatial development of the Russian Federation: interdisciplinary synthesis» (implemented during 2009—2011 by 30-odd Institutes of five RAS divisions, three of its regional divisions and by a number of academic regional centers) which was effectively summarized in the like-named comprehensive multi-author book, and to which specifically devoted was a lengthy paper authored by Prof. A.N. Shvetsov, deputy director of Federal Research Center «Informatics and Management» under Russian Academy of Sciences, member of the scientific board of the above program, in Rossiisky Ekonomichesky Zhurnal No. 3 for 2014.While A.N.Shvetsov briefly «took stock» of the key theoretical and practical results of program implementation (along its thirteen lines), then the author of this article seeks to develop, specify to a certain extent (and sometimes critically refine) some of the theses of his predecessor.

WAS THE DIAGNOSIS ACCURATE?

Abstract

Reprint of works, published in «Ekonomichesky Nauki» journal No. 1 for 1991 and inserted in the book of works, entitled «On economic», authored by a prominent academic economist of the soviet and early post-soviet periods, a pundit in economic macrostructural analysis, modeling and forecasting, director of an academic Institute of National Economic Forecasting (INEF), academician Yu.V.Yariomenko. The preamble of the reprint (authored by editor-in-charge of Rossiisky Ekonomichesky Zhurnal) carries a general description of the aforenamed book, compiled for the 80th anniversary of birth of the scholar by the successors to the traditions of the school of thought, which he had created in INEF, outlines the key landmarks of Yu.V.Yariomenko creative biography, and offers some thoughts relative to the contents of the reviewed article and its twist still current now.

ON LAUNCHING WHOLESALE INSURANCE OF RESIDENTIAL REAL ESTATE AGAINST DISASTERS

Abstract

In siding with the criticism of the radically liberal, by definition, model of social policy (wherein the budget spending on the restoration of citizens’ housing lost as the result of natural and manmade disasters is continuously subject to «optimized cuts») the author speaks for the legally valid launching in this country of a system of compulsory insurance of residential property against natural disasters. The suggested concept of the relevant federal law rests on the author’s analysis of this type of insurance based on the international practice and experience accumulated during the soviet period in this country.
