INDUSTRIAL AND INNOVATIVE POLICY IN THE SYSTEM OF PUBLIC ADMINISTRATION: THE LATEST MODERNIZATION PROBLEMS AND APPROACHES TO THEIR SOLUTION

Abstract

In article the analysis of indicators of development of the industrial sphere in 2016–2017 is carried out. New problems of ensuring technological updating and increase in productivity of work in the industry are characterized. The relevant directions of institutional regulation of the industrial sphere connected with specification of a conceptual framework of industrial policy and also the principles of her realization are considered. Special attention is paid to consideration of criteria of the choice of the priority directions of technological modernization of the industry. The attention is focused on importance of branch aspects of realization of industrial policy. On the example of a mineral and raw complex of Russia recommendations about ensuring balance of development extracting and processing industries are made. The principles of management of innovative development of a mineral and raw complex are developed.

Abstract

The article considers new trends in the development of the Far Eastern Federal District. In the issue of the economic restructuring, the reproductive performance of the northern regions of the Russian Far East brought in balance with commercial criterions. They have a more stable path of development and higher values of indexes of effectiveness. Two fundamental tendencies, which lead to a reduction in the population and an increase in the prime specialization, formed due to multiplying each other. In the end, the economy of the Far Eastern Federal District drifts into a concession scenario of development. It generates significant problems of national security.

Abstract

The best integrated measure to compare resources with results in forest planning is forest rental income. The conversion of public-private partnerships into rental relationships will allow assessment of the contribution of forest management, as an instrument of strategic planning and management, to the effective innovative development of the forestry sector. Only through rentalrelations can the forest sector both significantly improve its financial position, and achieve apriority position among natural-resources industries.

Abstract

In recent years, the Russian agricultural sector has shown steady growth, but the trends in the development of the agro-industrial complex are ambiguous. There are successes in export and import substitution, but there are serious problems in the technical base, logistics, infrastructure, unbalanced development of the agro-industrial complex. The presence of problems against the background of potential opportunities makes us turn to the topic of creating an effective agro-industrial complex, which will ensure food security and stimulate the development of the Russian economy through the integration properties of agriculture. The article analyzes the main stages of institutional transformation of the modern agro-industrial complex (world practice), the elements of its institutional structure, possible changes in agro-industrial policy in connection with the introduction of high information and genetic engineering. The article shows that the institutional structure of the Russian agro-industrial complex was formed under the influence of the negative trends of the 1990s, market conditions, imperfect agricultural policy of the 2000s, the processes of self-organization of Russian business and global trends. Many measures of Russia’s agricultural policy have yielded results. The institutional structure of Russia’s agro-industrial complex is slowly developing: large-scale agricultural production has revived on new market principles, the farming segment is gradually developing; business associations are being formed, food retail is developing, and agricultural insurance with state participation is gradually forming. The article concludes that the food security of the country has been achieved. Now Russia needs a new agricultural policy that will create a complex system of relations within the Russian agro-industrial complex, ensure its global competitiveness, create conditions for import substitution in agricultural engineering and production of genetic material. The new agricultural policy should be aimed at overcoming the crisis of the cooperative sector, improving contractual relations; development of agricultural insurance with state support; development of logistics, including export logistics; development of its own seed base and reducing dependence on imports of genetic material; support of export activities of Russian agricultural holdings in order to overcome the limitations of the domestic market; improvement of land relations.

Abstract

This article provides a comparative description of the tax systems of the EEU States, substantiates the need for the rapid harmonization of their tax policy to improve the competitiveness of the union in the world market. In other words, the balanced, as close as possible to each other, principles of tax regulation on the integration “five” should become one of the structures that pull together the common economic space of the union.

Abstract

The article is devoted to the analysis of potential use of taxation for boosting economic development in Russia and other countries of the world. The authors examine prerequisites for tax reforms in Russia, specifics of 2017 tax reforms in the USA and India, as well as modern trends of taxation globally. The authors come to the conclusion that international practice of economic reforms may be high in demand also in Russia, where reducing the key rate while making large scale public investments in infrastructure and performing a comprehensive tax reform designed to reduce the tax burden both for the population and for SMEs, especially differentiated for some companies capable of producing highly competitive products and rendering high quality services, as well as deregulation could contribute to investment and consumers’ demand growth and to economic growth acceleration. A highly efficient public governance machinery is a must for achieving high rates of economic growth.

HUMAN CAPITAL DEVELOPMENT AS A FACTOR OF INCLUSIVE GROWTH IN THE APEC REGION

Abstract

The article provides a comparative analysis of the main parameters of human capital development in the APEC region, including a complex indicator such as the Inclusive Development Index created by experts of the World Economic Forum. The review of peculiarities of the socio-economic systems in the largest APEC economies affecting the opportunities to make growth more inclusive occupies a special place in the study.

FISCAL INSTITUTIONS OF THE ECONOMY MODERNIZATION

Abstract

The article deals with some issues of the fiscal institutions engaged in the domestic economy modernization. General characteristics of the dynamics and main directions of the Federal budget program expenditures in recent years are given. It is shown that the dynamics of program expenditures lags behind non-program ones, and the share of program expenditures tends to decrease. Several aspects of the building the institutions of the existing programs at the federal level are considered. Characteristic of the main elements of the tax institutions of support the economy modernization is given and some proposals to possible expansion of their circle and modification are formulated.

THE BEREZOVSKIES TIMES (ON THE BOOK BY P.O. AVEN “THE BEREZOVSKY’S TIMES”)

Abstract

This is a reader’s response to the book by P. Aven “Berezovsky Time”. P. Aven compiled this book based on interviews with people who knew Berezovsky in private and business for a long time. For some of them, including P. Aven, Berezovsky was a “symbol of the era”, for the vast majority he was one of its most odious and disgusting manifestations. The publication traces the maturation of the Berezovsky phenomenon from the perestroika period to his death. The author shows (a) unprecedented ambition and a unique talent, promoting to the heights of financial and political power, (b) a certain stage the inevitability of an uncompromising clash with the supreme state power, which led to Berezovsky’s personal collapse.
