2019: on neutralization of the remaining threats to economic development on the basis of improvement of a number of instruments of state regulation of the economy

Abstract. In article key indicators of functioning of domestic economy for January-November, 2018 are analyzed. The conclusion is drawn on need of concentration of efforts on overcoming economic stagnation on the basis of improvement of the working model of the state strategic planning. The quality of this planning becomes the most important condition of structural and innovative modernization of economy. On the example of concrete branch spheres shortcomings of practice of development of state programs and national projects. The algorithm of actions for formation of the multilevel system of national strategic planning providing concentration of resources on the priority directions of technological and social and economic development is offered. The importance of interdepartmental interaction in the course of development of strategic planned documents is shown. Recommendations about cascading of purposes of macrolevel in the system of planning are made. The proposals to strengthen the state stimulation of diversification, integration and innovation processes are substantiated.

Pension reform: simplicity of tactical decisions is fraught with strategic failure

Abstract. The article continues the discussion carried out in 2018 pension reform, reduced to a significant, albeit stretched in time, increase in the retirement age. The problems generated by the superficial and purely tactical, in the author’s opinion, approach to determining the sources of improving the level and quality of life of Russians are considered. The author draws attention to the obstacles to the growth of labor productivity, the achievement of effective employment and the improvement of people’s welfare arising from the adopted model of reform. Outlines strategic alternative reform solutions.

Abstract. The subject of the article is the methods and tools used in the strategic planning systems of the USA, France and China. In the article considered not only the formation of strategic plans and control over their implementation at the state level, but also the connection of these plans with the strategic plans for the development of municipalities. Attention is paid to budgetary processes, as the basis for financing the strategic plans of the analyzed countries. Listed and characterized organizations involved in the strategic planning process of each state in question. The purpose of the article is to determine the features of the strategic planning systems of the United States, France and China for their further possible borrowing into the practice of strategic planning of the Russian Federation.
The results of the study can be applied in the framework of managing the economy of the Russian Federation on the basis of strategic plans, as well as the basis for further research that further specifies the strategic planning system of the analyzed countries.

Chinese roads: the way to the future

Abstract. The article considers in detail the state and development of highway sector in the PRC. The author analyzes major government programs for the development of the road network, the implementation of which allowed China to overtake the USA and reach the first place in the world in terms of the length of expressways. The main sources of highway investment are shown. It is observed that much of it is provided by state structures at the provincial and other local levels. The author also investigates in detail a multi-tiered institutional system of the organization of road construction and management in China. Alongside with the undoubted success, the accumulated serious problems in this rapidly developing sector of the Chinese economy are carefully studied, and possible ways of alleviating them are outlined.

Abstract. The paper is devoted to the problem of threatening condition of Eurasian lakes and forests connected with the distortion of natural water cycle caused by hydropower development. The largest Eurasian lake Baikal and relating hydropower systems are considered. The state of water balance on land is shown to universal strongly depend on pristine forests performing an extremely important function of atmosphere moisture transfer from ocean to land.
The main conclusion based on the recent results of fundamental science claims that the global environment lost sustainability and rapidly degrades (broken balance between technosphere and biosphere). The main reason is the consumption based relation of humans towards pristine nature (particularly forests) and misunderstanding of factors responsible for life stability in the biosphere.
A particularly underlined approach is the development of governmental regulation system and international cooperation, primarily with China. A worldwide package of measures towards the survival of human civilization, new environment friendly platform based on fundamental scientific concepts and their implementation for the integrated solution of problems relating to environmental an economic stability of life are suggested.

Germany in search of answers to migration challenges

Abstract. The article represents the analysis of the impact of migrant’s afflux on the demographic situation and labor market in Germany. In spite of increasing rejection by the population of the migration policy implemented during last years by Ms A. Merkel’s government, some German experts in this matters continue to reserve an opinion that Germany needs such migration since allegedly there is no other way to compensate the decrease in labor forces due to the negative demographic trends. The author express his opinion that the deficit of labour forces which became more acute in Germany during last years has a structural origin, and one of its reasons is based on insufficiency in effective management of existing labour forces of the country and defects in the system of labour market’s regulations. Actually the labor potentially available up-to-date on the German market is much broader than one could imagine on the basis of the number of registered unemployed persons. In case if largely promoted strategy «Industry 4.0» will definitively give its results, one could not exclude that in the near future one should be obliged to discuss the issue of an excess of labour forces instead of its deficit.

One more newest academic elaboration of fundamental problems of Russia’s spatial development
(on the book by the scientists of IEF RAS and IEIE SB RAS «Regional aspects of long-term economic policy»)

Abstract. In the article (review) the main provisions of the book (report), the content of which reflects the views of a considerable part of the country’s academic community on problems of spatial development of the RF, are analyzed. In the reviewer’s opinion, criticism of government initiatives developed in the book is constructive on the whole. It includes positive grounding alternative recommendations coming out from the author’s vision of future spatial organization of Russian society. In this sense the authors’ proposals are emphasized that relate to mechanisms of realizing measures suggested by them concerning modernization of Russia’s social-economic space. The major structural work feature is stressed: while in the first part of the report the main attention is given to selective state regional investment policy, the second one reflects searching for instruments that could take into account regional specificity within the frames of government strategy of social-economic development. As any other product of serious scientific work, the book contains controversial points, statements subject to concretization and reserves for improvement. In this connection it is noted that, first, there are some shortcomings in relation to content-meaning completeness of categories being used in the book (thus, even exhaustively complete definition of concept «spatial development» is absent); second, criticism of «polarized development» theory resulted in a unified approach to modernization of Russia’s economic space doesn’t include proposing a convincing theoretical alternative. It is hoped, however, that these omissions will generate an additional impulse for deployment of relevant scientific discussions, and without them solving problems of Russia’s spatial development is unlikely possible.
