ON PRESIDENT’S MESSAGE-2014 TO MPS (A.FROLOV AND YU. BOLDYREV COMMENTARY AND ASSESSMENT)

Abstract

A.K.Frolov (social philosopher, «Sovetskaya Rossiya» analyst) and Yu.Yu. Boldyrev (PhD / Economics), an observer with several printed and web-based media; head of the Presidential Control Directorate in 1992—1993; senator and one of the drafters of the «Audit Chamber of the Russian Federation» Federal Law in 1993—1995; deputy chairman of the Audit Chamber of the RF in 1995—2001) constructively and critically comment, in scientific journalism genre, on the title document.

Abstract

The program style presentation, drafted under the guidance of M.G.Delyagin, director of Institute of Globalization Problems, ScD (Economics), editor-in-charge of «Svobodnaya Mysl» journal, suggests a range of anti-crisis and modernization measures lying on different levels in terms of expected results, but capable, according to the authors, of securing, given systemic implementation, a sustainable growth of economy within the first year.

PROCRISIS NATURE OF CONCEPTUAL AND PROGRAM FRAMEWORK OF MEGAREGULATOR ACTIVITIES (CONCERNING CENTRAL BANK’S ‘GUIDELINES OF UNIFORM STATE MONETARY POLICY FOR 2015 AND FOR A PERIOD OF 2016 AND 2017’)

Abstract

The paper authors maintain, proceeding from their review of the draft «Guidelines of uniform state monetary policy for 2015 and for a period of 2016 and 2017» of Bank of Russia, that the draft may not be adopted for, first, it contravenes the applicable laws, second, is based on invalid theoretical and practical assumptions, and, third, runs counter to the goals of long-term economic policy formulated at the top-most state level. An extended reasoning of the above assertion refers the reader to alternative positive recommendations (including publications of the authors themselves) available in literature.

FORMULA OF RECOVERY (ON N.I.RYZHKOV BOOK «RUSSIA: CONCERNING NATIONAL IDEA AND CONTINUITY»)

Abstract

The author believes that the reviewed monograph raises the social science discussion on the national idea to a new level prompting, on the one hand, treatment of this category from the millennial-history-of-the-country perspective, its critical stages in particular, and, on the other, the survey the degree of perception and realization of this idea today. In sharing the suggested interpretation of the national idea substance as an imperative for securing greatness of Russia and decent life of the Russians, as well as assuming the interpretation of the idea substance as the unity of a series of specific components acceptable, the reviewer recommends a new work by the prominent politician and head of soviet government (1985—1990) to a wide range of partial and patriotically-minded readers.
