THE LAST CONVULSION OF AUTOCRATIC-LANDOWNER SYSTEM (P.A. STOLYPIN TRANSFORMATIONS IN TERMS OF LENIN ESTIMATES)

Abstract:

Paper is a reprint (with the extended editorial comments) of the Rossiisky Ekonomichesky Zhurnal’s issue 3 of 2012 in «From the journal’s archive» subsection of «Retrospections and the present: for the 100 year anniversary of the October revolution» section. The paper represents thoughts on features of P.A. Stalypin’s reforms, given in multiple works by V.I. Lenin from periods of revolution completion (1905—1907) and post revolution reaction (1907—1911). Lenin’s estimations of two key elements in the framework of these transformations — overturn of 3 June 1907 (the dispersal of the second State Duma with concurrent radical change of election laws) and the land reform aimed at landowner landholding conservation as agriculture basis by shifting noblemen farms on market foundation — are characterized as topical within context of the issue of moving postsoviet political and socio-economic reforms into constructive course. Confronting currently popular and «politically correct» discussion on benefits of continuation of Stolypin’s reform traditions, the author postulates that it is fraught with the ultimate Bonapartism domination in political system and aggravating agroeconomy degradation.

CONCERNING STOYPIN’S AGRARIAN REFORM AND ITS POST-SOVIET ANALOGUE

Abstract:

Paper is a reprint (with the extended editorial comments) of the Rossiisky Ekonomichesky Zhurnal’s issue 3 of 2012 in «From the journal’s archive» subsection of «Retrospections and the present: for the 100 year anniversary of the October revolution» section. The author’s logic and the paper’s structure is based on the following methodological approach: assessment of effectiveness and prospects of any given reform «analogue» requires addressing its historic «origin» and its «authentic» interpretation (cleared of mythology and ideological distortions). Implementing such an approach grounding on primary sources and historic statistics and facts the author: a) points out origins of Stolypin’s land reform — ideas by S.Yu. Vitte, prime-minister of the Russian Empire in the first years of the 20th century; b) identifies dominance of political factor of Stolypin’s land reorganizations (i.e. opposing peasantry revolutionary movements and administratively driven deconstruction of peasant communes) over economic (aimed at increasing production growth rates and supplying growing rural population with land); c) estimates the reform results as a failure in both political and economic aspects, that strengthened reasons and hastened the socialistic revolution. Main implications of the paper can be summarized as follows. Firstly, comparative analysis of the two land reforms in Russia, Stolypin’s and a century later post-soviet demonstrates notable similarities of both reforms outcomes, i.e. disapproval by population of their political and ideological grounds, gaining rigidity and aggravation of key issues of agriculture and economic development. Secondly, time has come to reject ideological framework of wonder-working «master feeling» and to move to pragmatic policy of intensive support of domestic agriculture, reacting on current realities. Among them are circumstances of pure management origins: neglect of rural social sphere, internal agriculture sector imbalances, price disparity and other accumulated system collisions that increase national food security threads with regard to Russia’s joining the World Trade Organization.

DIGITAL MANAGEMENT FORMING AT MICRO-, MESO- AND MACRO LEVELS: BENEFITS OF UNIVERSAL SYSTEM OF CODED ECONOMIC ACTIVITY INDECATORS ANALYSIS

Abstract:

The author supports a well-known «order-long-wave» theory of macrotechnological (metatechnological) dynamics, being developed by several foreign and domestic economists (S.Yu Glasiev, member of RAS, is a leader of these studies in Russia). According to this theory, obligatory requirement for forming the newest (sixth) technological order and transition to authentically innovative reproduction type in Russia is the use of digital representation of fluctuation of all production factors and produced products at all economic levels starting from enterprise level. This describes forming of «digital management» or digitizing of managerial processes.

The main discourse of the paper is as follows: radical shift towards effective «digitizing» assumes universal financial information system (UFIS «Systema») to be integrated into managerial procedures at macro-, meso- and microeconomic levels. The system has been developed by Koordinatsionniy Tsentr «Systema» company under supervision by the company’s president V.A. Radina. General concept of UFIS «Systema» — automated online registration and analysis of the whole set of economic activity indicators of the management object, based on end-to-end digital coding which allows to implement «indicator cohesion» principle and switch to integrated planning of reproduction process using economic-mathematical modeling methods.

The author synthesizes ideas of prominent economists and practitioners concerning unique innovative opportunities of «digitizing» economy governance at different levels in conjunction with indicator «cohesion» principle implementation, and suggests that using UFIS «Systema» in managing enterprises, industries, economic sectors, regions and economy as a whole significantly increases probability of Russia’s transition from «catch up» to « outpace» economic development type.

MINERAL-RAW MATERIAL COMPLEX OF RUSSIA AS AN OBJECT OF NATIONAL INDUSTRIAL POLICY

Abstract:

The paper is focused on identifying features of national industrial policy concerning primary sector of Russia as a complex set of oil and gas, mining, geological prospecting and service companies interacting with each other. In the author’s opinion, in current period of reindustrialization and transition to innovative type of economic development, consideration of Russia’s primary sector not only in terms of institutionalized norms of effective nature management but also from industrial-innovation perspective, has become a methodological imperative. Strategically speaking these approaches are compatible if highly qualified public and corporate management is ensured. General focus of the author’s suggestions — specification of national industrial policy content, its more flexible coordination with traditional postulates of primary production policy.

INWARD AND OUTWARD DIRECT INVESTMENTS: ESTIMATIONS BASED ON CENTRAL BANK OF RUSSIA AND EUROSTAT DATA

Abstract:

Grounding on the latest data from Central bank of Russia and Eurostat and interpreting variations in these organizations statistics of foreign direct investments (FDI), the author substantiates his own assessments of real (not formal) inward and outward FDI flows. Among other results, the author concludes that dominant majority of subsidiaries launched by Russian investors abroad are special-purpose entities (SPE), which specialize in transferring financial flows. A new indicator is introduced that allows to more precise (than in Central Bank and Eurostat statistics) estimate real inward and outward FDI.

TOWARDS BALANCED EDUCATIONAL, RESEARCH AND INDUSTRIAL SPHERES AND THEIR INTEGRATION

Abstract:

The author, supporting legislation based policy of integrating education, research and industry, assumes that interactions between these spheres is one of core conditions of Russian economy modernization. Imbalances and even growing contradictions between these spheres (and their potential) are postulated in the paper as the main reason for poor scale and intensity of integration process. This is considered as one of market failures, aggravated by abandoning public regulation and support of inter-sectoral proportions. Thus overcoming corresponding imbalances is considered as the most important priority of public regulation of Russian economy as a whole.

In this context the author describes key institutional measures of ensuring balanced functioning and development of «education—research—production» subsystems and substantiates methodological framework for choosing qualitative and quantitative indicators of balance. Set of such indicators is suggested.
