Аннотация. Оценка влияния санкций на деятельность предпринимателей в федеральных округах Российской Федерации является одним из условий социально-­экономического развития страны. В статье были поставлены и решены исследовательские задачи по оценке влияния введенных санкций на экономику России, определения их степени воздействия на бизнес предпринимателей, наличия положительного эффекта от санкций, влияющих на бизнес предпринимателей, с учетом территориальной особенности. Для обеспечения комплексности исследования авторы статьи использовали данные первичной социологической информации Лонгитюда Малого Бизнеса ФОМ, выборочная совокупность составила 740 предпринимателей. Проведен анализ в территориальном разрезе влияния санкций на экономику России, по результатам которого произведена группировка федеральных округов по трем группам, демонстрирующим отношение предпринимателей к стойкости и развитию отечественной экономики. Выявлены федеральные округа, на которые санкции оказали наибольшее негативное влияние на бизнес предпринимателей. Выявлена диспропорция в Северо-­Кавказском и Южном федеральных округах в отношениях респондентов по показателям «стойкость российской экономики» и «степень влияния санкций на бизнес». Определено наличие положительного эффекта от введенных санкций по всем федеральным округам. Выявлены относительно идентичные мнения респондентов по показателям: снижение конкуренции и приток квалифицированных кадров, как следствие введенных санкций, во всех федеральных округах, кроме Приволжского и Сибирского федеральных округов. Выявленные закономерности и диспропорции могут стать основой для выделения дальнейших тенденций развития предпринимательской сферы. Сформулированные выводы могут найти отражение в деятельности местных органов власти для разработки дополнительных мер стимулирования предпринимателей и развития положительных эффектов от воздействия санкций на отечественную экономику с учетом территориальных особенностей.

Abstract. Assessing the impact of sanctions on the activities of entrepreneurs in the federal districts of the Russian Federation is one of the conditions for the socio-­economic development of the country. The article set and solved research tasks to assess the impact of the imposed sanctions on the Russian economy, determine their degree of impact on the business of entrepreneurs, the presence of a positive effect from sanctions affecting the business of entrepreneurs, taking into account the territorial characteristics. To ensure the complexity of the study, the authors of the article used data from the primary sociological information of FOM Small Business Longitude, a sample of 740 entrepreneurs. An analysis was carried out in the territorial context of the impact of sanctions on the Russian economy, according to the results of which the federal districts were grouped into three groups, demonstrating the attitude of entrepreneurs to the persistence and development of the domestic economy. The federal districts were identified, on which the sanctions had the greatest negative impact on the business of entrepreneurs. A imbalance was revealed in the North Caucasus and Southern Federal Districts in the relations of respondents in terms of «the resilience of the Russian economy» and «the degree of impact of sanctions on business». The presence of a positive effect from the imposed sanctions in all federal districts was determined. Relatively identical opinions of respondents were revealed in terms of indicators: a decrease in competition and an influx of qualified personnel, as a result of the imposed sanctions, in all federal districts, except for the Volga and Siberian federal districts. The identified patterns and imbalances can become the basis for highlighting further trends in the development of the entrepreneurial sphere. The formulated conclusions can be reflected in the activities of local authorities to develop additional measures to stimulate entrepreneurs and develop positive effects from the impact of sanctions on the domestic economy, taking into account territorial characteristics.
