AGROFOOD POLICY: HOW TO REALIZE THE CHANGE OF PARADIGMS (CONCEPTUAL IDEAS ON REFORMING MANAGEMENT SYSTEM IN RUSSIA’S AGRIBUSINESS)

Abstract

The article completes, in a constructive manner, the previous, primarily critical opinion piece in Nos. 5-6 of Rossiisky Ekonomichesky Zhurnal for 2014 (The latest evolution of Russia’s economy: barriers of managerial incompetence). Proceeding from the results of this analysis, as well as the author’s positive groundwork (results of multiyear studies also published in the journal) he substantiates, to some or other extent of specificity but at least at conceptual level, the main, as he believes, top-priority and promising steps towards reforming the current management model (system) effective in the country’s agrofood complex. The initial recommendation concerning RF’s unilateral cessation of WTO Agreement on Agriculture and a statutory minimum limit of federal budget spending on agriculture is augmented with suggestions on the radical revision of approaches to: (a) regulation and support of AIC; (b)  promotion of consumer demand; (c) drafting and implementation of a state program on agriculture development;  (d) financial sources for restructuring the above support

REDEVELOPMENT OF RUSSIA’S ARCTIC REGIONS: METHODOLOGICAL AND ORGANIZATIONAL ISSUES

Abstract

In expressing their dissatisfaction with the formal nature of strategic federal documents regulating socio-economic development of Russia’s Arctic area, including the state program on Socio-economic development of the Arctic zone of the Russian Federation up to 2020, the authors provide a scientific and methodological rationale for a concept of «redevelopment» of Russia’s Arctic area perceived as its integrated development within the frameworks of a special regional megaproject aimed at bringing the huge Arctic zone of Russia into a state consistent with its continuously growing geopolitical and socio-economic significance, at neutralizing the Arctic dimension of the new foreign and national challenges to Russia’s security. Suggested are concrete approaches to launching design and implementation of the Arctic megaproject

PRAGMATISM OF GENERAL ECONOMICS (ON GRZEGORZ KOLODKO BOOK «WHERE IS WORLD MOVING: POLITICAL ECONOMICS OF THE FUTURE»

Abstract

In building on the «methodology of new pragmatism» suggested in a new book by the world-famous Polish academic economist and statesman G.Kolodko, the author (reviewer) argues for the necessity of adopting, on the globe and in this country, «a new paradigm of economic development in favor of popular majority». The author believes that the new «left-wing liberal» type of Russian socio-economic policy must be consistent with this political economy paradigm, for the policy suggests reindustrialization of the economy through pursuing an active structural and industrial policy and strategic (indicative) macro-planning, introduction of software progressive income taxation scale, renunciation of corrupt laws and institutions, considerable preferences for the middle class, doubling – tripling of budget spending on education, health care, science and culture, revival of local self-government
